Before deciding what to measure, we work with organizations to clarify why the program exists, the change it is intended to create, and what success should mean for the people and communities involved.

This purpose guides the evaluation questions, methods, indicators, and recommendations. It ensures that evaluation supports learning, accountability, and meaningful action, rather than simply fulfilling a reporting requirement.

Community-centred.

The people most affected by a program should have a voice in how its success is understood and measured.

We create opportunities for communities to shape evaluation questions, inform program design, and contribute to decisions that affect their lives. By bringing evidence and lived experience together, we help organizations understand whether their programs are creating change that is both measurable and meaningful.

Context matters.

Purpose cannot be separated from context.

Programs do not operate in isolation from culture, history, institutions, or community realities. WerqStar develops context specific evaluation approaches that recognize these factors.
